Micro, Small and Medium Enterprises Development (MSMED) Foundation. Organized under the auspices of the Department of Trade and Industry with the participation of the private sector. After its reconstitution, MSMED Council covers 43 municipalities and 22 member agencies: 17 from government and 6 from the private sector. In the previous year, the MSMED has worked on harmonization of plans of the different stakeholders to make the organization more resource efficient and coordinated in terms of plans and projects. The Foundation is trying to increase membership because the new Magna Carta allows the organization to invite government agencies and private sector participation that can help in the development of MSMEs in the area.
There are four (4) focus groups :

- Business and Investment Enabling Environment
- Access to Markets
- Productivity and Technology
